GETTING THE FILE:The initial request was made 27 March 1992. There were 31 files requested of both individuals and corporations. Most of the individuals were deceased. On June 30, 1992 a response was received from the City attorney with two inter-office memorandum attached. The first memo is here and the other denies the request because the records fall under Florida Statute 119.07.3(d) and therefore are exempt from public review.
As to the JFK file, the file was to be released after review. However, over the subsequent months the intelligence unit found a number of excuses to slow the release, "the Major was out of town", "the file is lost", "the Major is reviewing the file", "the key to the safe is missing", etc. until, a chance meeting at City Hall with the Chief of Police and "the Major". After a short description of the problem, the Police Chief told the "Major" to release the file. It was released in November 1994 allegedly without deletions about a week after the Chief gave the order.

re: he heard something on the news at time of JFK murder with a bus load of people, but
won't say what, and will only respond by letter.
2/3/67...LETTER TO CHIEF OF POLICE FROM VICTOR BARTL re: describes similar killing
in New Elm, Minn. of a railroad conductor in 1922- 23.
3/22/67...A FEW PAGES OF PHOTOGRAPHS WITH NUMBERS. The top sheet has a
handwritten note: MIAMI RACE TRACK TOUTS. INFORMATION AND PICTURES
Hand written note says, "REQUESTED by GEORGE GREENE SEC. Officer RYDER
- RACE TRACK SECURITY - REQUEST BY CHIEF HEADLEY TO SGT. KAY TO
ASSIST". [The photos are the standard ones passed around for years. A very poor
photocopy. re: Wilson, Hargraves, William Seymour, Gorman, John Lawrence Howard,
William Seymour [again], Loran Hall, Bradley, Edgar Eugene Bradley]
4/4/67...LETTER to MAJ MALCOLM E GROCEY, Miami Police Dept from [name cut off,
in Carthage, Tenn.] re: two articles outlining the assassination by Edward Partin who
testified against Hoffa. Articles are in LOOK, 10 May 1964 and LIFE May 15, 1964.
