At 3:00 P.M. this date, received a telephone call from
Lieut. Thomas Drake
and Sgt. Hughes of the New Orleans Police Dept. -
Intelligence Unit.
Lieut. Drake is Commanding Officer.
They had a white male under surveillance at their local
WACA. This
man's name is RICHARD BLOOM- driving a Volkswagen with an
I.D. 52923 - 66
Florida. They wanted a check on this man. I
contacted all local
Records Bureaus. This man is QRU. Tag check
showed this tag to
be issued to a MANUEL GUARDIA of 1414 Alegriano Ave. Coral
Gables on a 66
Ford Mustang. (Guardia has no record)
I called this information back to Lieut. Thos. Drake and he
stated they were
watching this w/m Bloom for the local Telephone Company -
possible use of
illegal telephone charges.
I briefly discussed the Pres. Kennedy investigation going on
by the New Orleans
District Attorney's office and Lieut. Drake stated to me
that this office
was not aware of this investigation until after it had
broken, nor his assistance
asked by the District Attorney.
I assured Lieut. Drake of our full cooperation of any
matters in the future.
