PART II: SECONDARY ORGANIZATIONS
I. IDENTIFYING DATA
Common Title: OESA
Title: Organizacion del Ejercito Secreto Anticomunista
Organization of the Anti-Communist Secret Army
This organization plans to return to Cuba after it has been liberated
and set up a "mafia" type of organization. This group could
become a gangster type or organization if they go beyond the legal
means of fighting Communism. Slogan: "If you don't want to
defend with your life, don't join the OESA." Not following any
political orientation, their members can have any ideology they please
as long as they are anti-communist. Up until 21 September 1962
they have not joined any political faction. Among their members
are known "Autentico" and "Batistianos" Opposed to CRC.

II. HISTORY
Founded early 1962. Composed mainly of Hubert [Huber] "MATOS"
officers and men. Exact number of members unknown. Some
members have claimed more than 100 members in Spain, Puerto Rico and
other places. The heading of the membership form states
Barcelona. Spain is the headquarters of OESA but this believed
only a mask of the true central directorate.
III. CURRENT STATUS
Only known programs of action is uniting all anti-Communist individuals
and men of action capable of being used against possible Communist
activities in exile. Once back in Cuba after the fall of CASTRO
the OESA will eliminate the individuals they think are Communists.
Plans for clandestine operations in Cuba are unknown. It has been
reported this group has several men fighting in the Camaguey zone.
