Organized in Puerto Rico early 1962; emerged publicly in May, with high-pressure funds collection campaign.  Planned actions included series of raider attacks on Cuban shipping; commando attacks along certain coastal areas; infiltration of men and arms into Cuba.  Organized in two parts:  Overt side charged with funds collection and propaganda based in Puerto Rico.  Covert or military side to carry out actions and to remain unidentified, probably based in Miami.  Supposedly has backing of 12,000 exile Cuban professionals.  Has shown uncharacteristic security and compartmentation.
