PART II:  SECONDARY ORGANIZATIONS

I. IDENTIFYING DATA:

Common Title:  GILA

Title:   Gobierno Interno de Liberacion Anticomunista
            Internal Government of Anti-Communist Liberation

Considered dangerous.  Believed to be fomented, supported and directed by CASTRO government.  Purpose to form "unities" and to penetrate bona fide Anti CASTRO movements.  Reports indicate G-2 allows GILA recruit potential counterrevolutionaries, then makes arrests.  Core members released or forewarned so can rebuild and cycle can be repeated.

Leading Personalities:  In U. S. Victorino NOVAL Fernandez, came Miami Sept. 62 claimed be Nat. Coordinator, now in Los Angeles; Carlos Manuel CATA Aranda; arr. Miami Jun. 62. CATA associated with many groups inside wrapped up by G-2, but he always escaped or released worked with RA, MDM, & UR.  In Cuba:  Alfonso ESTRADA, Jose PEREZ, Miguel VALDES, & "EL CHINO."

II.  HISTORY

Founded on 14 Oct. 60 for penetration purposed to operate principally in Habana area.  Has office in Vedado, Habana.  Early 62 GILA leader, reportedly Capt.  In G-2, signed pact with Mason-sponsored unity group (UNR).  Mid 62 GILA members infiltrated CAN.  Arrests and subsequent trial resulted CAN members being sentenced and GILA members acquitted.

III.   CURRENT STATUS

Juan HERNANDEZ, who arrived Miami in June 62, stated belonged to GILA for month prior leaving Cuba. Said members given ID card and cloth identification bracelet.  Members told remain inactive as chiefs are in charge of carrying out sabotage.  Want action groups be independent from the others.  Members required to give their address and places where can be located.  Said didn't know of any exile organization.
