PART II:  SECONDARY ORGANIZATIONS

I. IDENTIFYING DATA:

Common Title:  FRAC OR FAC

Title:  Frente Revolucionaria Anti-Comunista
           Anti-Communist Revolutionary Front

Political:  Small movement.  Estimated 30 members in Miami.  Affiliated with ECN, FAL, MCR, UR, FULN, and P-GCC. Claim to be pro-American and to want to return to democratic regime under a modified version of 1940 Constitution.  Mainly active in propaganda and bond sales.

Leading Personalities:  In U. S.:  Luis de PAZOS Carril, aka Luis DURAN; Manuel AGUILAR, aka Julio DUARTE; Jose del JUNCO; and Jose GIL.  In Cuba:  Raul MARTINEZ, Eligio BAEZ, Angel Fernando PARADELA, Alfonso LUCHON.

II.  HISTORY

In existence and publishing clandestine newspaper called Unidad since latter part 1959 or early 1960.  Main strength in Matanzas.  Majority members ex-service men from previous regime.  In Matanzas City organized by district into 12 man cells.  Disturbingly similar to G-2 run  GILA in that members told to remain inactive, are issued identification tags, and movement active in affiliating with other groups and unities.  In December 1961 Raul MARTINEZ, FRAC leader, was allegedly arrested.  February 1962 majority of Matanzas membership arrested.  MARTINEZ blamed.  Later report indicated MARTINEZ G-2 penetration, and continued to be responsible for arrests of FRAC and MRTN members.

III.  CURRENT STATUS

No indication of sabotage and action plans.  Exile organization wants to join with other movements.  Exile leader PAZOS said he is in disagreement with FULN because it anti-American. August coordinators in Cuba had met several times to discuss unity but were in discord as to leadership.
