PART II:  SECONDARY ORGANIZATIONS

I. IDENTIFYING DATA:

Common Title:  F. O. A. C.

Title:  Frente Organizado Anticomunista Cubano
           Organized Anti-Communist Cuban Front

Anti-Communist "unified" organization in Cuba; original members formerly belonged to: MRP, FAC, OOA, RA and MDM.  Has ruling National Executive made up of five men.  Member of UNIR. Has representation in U. S.

Leading Personalities:  In U. S.:  Rene VELLES, Chief in Exile; Lino ALVAREZ Perez, former Sec Gen Finance in Cuba; Ignacio PLA Martinez; Oscar Juan DUARTE, former Chief Security for MDM and FOAC; Julio UBIETA Blanco, head New York office FOAC, Arnando PEREZ LEON. In Cuba:  Ex-Col. Angel BIZET, Mil Chief, shot 29 Aug 62; Armando MOYA Natl Coord; "EL INDIO", Chief Action; probably Andres FIGUERREA; Lazaro HERNANDEZ, leader Habana; Manuel ARIAS, in prison; Dr. Luis Rodolfo MUJICA Ortega.

II.  HISTORY

Organized 21 June 1961, Cuba.  Claims infiltrations into Castro Government.  FOAC intelligence potential unknown.  No access to diplomatic pouches; all outgoing communications from Cuba carried clandestinely.  Has 18 members in prison, serving 9 to 30 year terms.  Organizational teams purported extend across Cuba.

III.  CURRENT STATUS

Some indications early 62 that internal FOAC was under G-2 control; e. g., contact with all possible resistance groups, spurious looking official documents being carried into  U. S. by casual refugees, etc.
