LEADING ORGANIZATION
I. IDENTIFYING DATA
A. Common Title or Abbreviation: M. R. P.
B. Title: Movimiento Revolucionario del Pueblo
Revolutionary Movememt of the People
C. Affiliation with Other Groups: Mar-May 1961 in CRC
D. Political Alignment and Basic
Principles: Under RAY, MRP earned leftist reputation. Aimed
for Castro overthrow from within; advocated nationalization of economy,
agrarian reform, utopian social reforms. Present leadership
avowedly for more moderate government under 1940 Constitution, end to
Militia, break in relations with USSR. Factionalism:
Dissatisfied with RAY's one-man leadership, in mid-1961 GONZALEZ
(previously head of JEC and JOC) took over inside, and with this added
Catholic support, sent MENDOZA to replace RAY; MENDOZA resigned
Feb. 1962, temporarily replaced by GODOY; May 1962 inside Directorate
appointed FERNANDEZ, CHACON, and RAY as leaders in-exile; RAY refused
because too busy with JURE.

Founders: Manuel RAY Rivero, now leader MRP faction in Puerto
Rico and founder JURE; Raul CHIBAS, Ramon BARQUIN; Felipe PAZOS, now
all in JURE with RAY; Jose MESTEVEZ; Rufo LOPEZ Fresquet; Andres
VALDESPINO. Former members: Ignacio MENDOZA, former new group;
Jorge BERUFF, organizing ELC; Antonio VECIANA, leader Alpha 66; Reynol
GONZALEZ, arrested. Current leaders: Antonio FERNANDEZ Nueva;
Javier CHACON; Joaquin GODOY, Eugenio CISNEROS, also working with RAY;
In Cuba: Jose PRINCE; Carlos PENIN; Pablo RAMIS; Ernesto
HERNANDEZ.
II. HISTORY
A. Date and Place of Origin: Oct 1960, Cuba
B. Principal Activities to Date:
Was hard-hitting guerrilla and sabotage outfit. Temporary CRC
affiliation generated friction over policies and strategy. Not
usually responsive to U. S. or other exile guidance. Inside Cuba,
MRP generally survived effects April 61 invasion until Oct 61 arrest of
GONZALEZ, compromise, and arrest of most other leaders. Inside
organization virtually nonexistent after October 1961.
III. CURRENT STATUS
A. Estimated Membership: Cuba 1,200 mostly inactive U. S. 300
B. Current Activities: Exiles
seeking permission from inside to join CRC, obtain needed financial
support; if approval not received, GODOY FERNANDEZ may resign, join CRC
as nameless group. In Cuba MRP rebuilding; engage in intelligence
collection, propaganda.
C. Support Facilities: Embassy
pouches used for communications. Have no W/T. MRP asset in Havana
Post Office forwards MRP mail; couriers used for internal contact.
