C. Affiliation with Other Groups: J. N. R.;
plan to join CRC; UR is composed of about 20 groups, noted by title
elsewhere in Handbook.
D. Political Alignment and Basic Principles: No
political affiliation; Catholic influence exemplified by use of early
Christian fish symbol; motivation defined by words "Accion"
"Anticomunista," "Liberacion" in names of member groups; Castro to be
overthrown, Cuba returned to democracy in the Inter-American system
based on 1940 Constitution; elections no later than 18 months after
Castro out; seized property to be returned to former owners; Cuba to
return to free enterprise system.

II. HISTORY
A. Date and Place of Origin: Founded in Cuba in
December 1960 when some 25 CR groups signed a unification charter as
the U.R.
B. Principal Activities to Date: Attempted to
unify major CR groups; active in resistance before and after Playa
Giron; internal organization alleged to include Cuban Navy/merchant
marine; have worked with U. S. Navy; in June 1962 helped organize JNR;
August 1962 involved in "uprising" with FAL, MRP, SFNE and MRTN, which
aborted after arrests by GOC security forces prior to "uprising".
III. CURRENT STATUS
A. Estimated Membership: Cuba 200 U. S. 200 ELSEWHERE Unknown
B. Current Activities: Continue attempts to aid resistance;
assessing damage to UR by arrests (II.B) in Aug/Sept; reorganizing
exile element, with plan to enter CRC; internal assets manage some low
key sabotage and propaganda activity; potential of naval group
undetermined.
C. Support Facilities: Internal/external communications by
courier, diplomatic pouch, radio, open code telegram; contact with
Guantanamo with limited support; said to have voice transmitter (low
power, operates 1200 kcs); claim to have pre-arranged maritime
reception points; naval group reported to have assets on naval/merchant
ships, at bases/harbors, and to have naval vessel defection plan
