Note:
Relet was intended as confirmation of earlier conversation
between AAG Yeagley and Mr. Sizoo, in which it was indicated that our
policy of handling investigations of anti-Castro groups involved in
raids against Cuba, as stated above, was to be continued and not
modified as result of Departmental decision in Alpha 66
case. In this case Department advises as to conduct no
investigation. Relet, however, while specifically confirming
conversation requests we investigate in all cases where possible
violation of neutrality laws exists after it has been determined
Government has no interest. In order that there be no
misunderstanding, and that the record be clear, matter was rechecked by
Mr. Sizoo on 12/1/63. Yeagley advised at that time that policy
originally outlined was one intended and he agreed that this letter
would serve to clarify the record. It is desirable for bureau to
be in position of having …determination as to which anti-Castro group
involved in conducting raids against Cuba should be investigated.
Classified "Secret"since unauthorized disclosure could result in serious damage to national defense interests.

Source belongs to Brigade 2506, Bay of Pigs invasion prisoner
liberated14 April 1962. He was wounded during the invasion.
His brother was killed in action during the invasion. Inquiring
about source from…of the Brigade, c/s learned that source joined
Fidel Castro six months after Castro arrived in the mountains, that he
fought with the Castro group and was promised rank and position, which
he refused after he…the regime was Communistic. Source signed his
statement…repeat his statements, or testify if necessary
in…accused. He is cooperative and intelligent.

I. General
a. Brigade 2506 was originally organized by members
of different groups of Cubans in exile, who joined under the initial
control of the Consejo Revolucionario Democratico (FRD) Democratic
Revolutionary Council, whose coordinator was Antonio de Varona.
Among the approximately 1500 men who composed the brigade when it was
being organized were…presented all the different Cuban social
categories, which has joined with the purpose and necessary
determination to overthrow the Communist regime established in
Cuba by Fidel Castro. I have never had…for political position, and I
can say that the majority of the brigade members who had joined under
the banner of Brigade 2506 felt… While we were together, preparing
ourselves militarily, differences of opinion started to arise among
some of our superiors who started to show that they had aspirations
toward positions of political … in the future government of Cuba when
the regime was over…

The attached survey of anti-Castro organizations, which were compiled
by the CIA field station engaged in Cuban operations is forwarded for
your information. The contents of the handbook reflect
information available prior to 10 October 1962. It should be
understood that this effort is subject to the mercurial character of
the Cuban exile community and should not be regarded as a definitive
encyclopedia.
