PART II:  SECONDARY ORGANIZATIONS

I.  IDENTIFYING DATA

Common Title:  U. L. N.

Title:  Unidad de Liberacion Nacional (de Cuba)
           National Liberation Unity

Political:  Organized to unite underground organizations opposing the Castro regime.  Core of ULN made up of OOA, ADRA, and MDR. Composed of 25 counterrevolutionary groups.  Action plan consists of three parts:  1) to open two or three fronts in Cuba; 2) to establish a government in arms in area of strongest front; 3) to request help from U. S. and O. A. S. ULN governed by Civic-Military Revolutionary Junta.  Reported 30 Aug 62 ULN had joined UNIR.

 Leading Personalities:  In U. S.:  Oscar J. DUARTE, power of authority for ULN abroad; Ignacio VALLADARES Rodriguez, expelled from ULN 1 Aug 62;  In Cuba:  Juan Manuel GUTIERREZ (aka Gilberto LEON Cepero), founder, in prison; Enrique FERNANDEZ, Current Pres Junta; Marcelino PEREZ Diaz, Enrique PARENZUELA Lopez; Pedro Ramon NAPOLEON Suarez; Carlos F. RODRIGUEZ Serrano, active in formation of ULN, in prison; Armando TORRA Duran, Orig Pres Junta, in prison.

II.  HISTORY

Date and Place of Origin:  June 1961, Cuba.

Principal Activities to Date:  Minor sabotage:  burning cane fields, tobacco care houses, Pinar del Rio. Claim military organization in six provinces and Isle of Pines; need arms and equipment for Pinar del Rio, Habana, Matanzas and Isle of Pines; Las Villas and Camaguey have not requested arms and Oriente claims it has or can secure enough arms to support insurrection or invasion.  Claim not infiltrated by G-2 due to compartmentation and security measures. 

III.  CURRENT STATUS

Little known of ULN other than above.  Doubtful that ULN is well organized, compartmented, and effective as claimed.
