MEMORANDUM TO: Director Federal Bureau of Investigation
           United States Department of Justice

SUBJECT: U.S. Citizens in Cuban Government Positions.

1.  The following information concerning American citizens residing in Cuba is forwarded for your information:

a.  Gilberto Rodriguez FERNANDEZ was seen in Havana, Cuba, on 27 February 1960, wearing the uniform of a Cuban Army Captain.  He was armed at that time.  He made disparaging remarks concerning the Cuban government, Cuban Armed Forces and Communism.  He asked questions concerning the present whereabouts of Paul Hughes, U.S. expatriate, former Captain of the Cuban Revolutionary Air Force.

b. Comandante William A. MORGAN is presently "Director of the Department of Restocking Rivera, Ministry of Agriculture, Republic of Cuba."  One of his assistants is a U.S. citizen named Michael S. COLIN, age 41, of Toledo, Ohio.  He is director of the Education and Public Relations Section in Morgan's Department.  He is married to a young Cuban girl, and resides on 3rd Avenue in the Miramar section of Havana.  An American girl, June Cobb, who is secretary to Prime Minister Castro, resides in the same house; as does another American, Jack Evans, a "cotton expert", about 27 years old, from Oklahoma.

c.  The Chief of the office of Diplomatic Affairs, Office of the Prime Minister, one Joaquin (Jack) A. Osorio, age about 40 years, is believed to be an American citizen.  He served as an enlisted man in the U.S. Army Air Corps during World War II, and is a former resident of the Miami area.  His Havana telephone number is 70-6595.

2.  The above information was obtained by personal observation of a source who is considered reliable.

3.  This office will appreciate any available information concerning June Cobb and Jack Osorio mentioned above.
