Olympic Soccer Security Orange Bowl .. second report

UPDATE NO: CIB-96-46

On July 20-28, 1996, several Olympic soccer matches will be played at the Orange Bowl Stadium by representatives from various countries.

ACTION:
In order to ensure security at the chosen venue, and in response to the recent presidential decision of creating a 90 day grace period prior to permitting enforcement of the HELMS-BURTON LAW, members of the Metro-Dade Police Department Criminal Intelligence Bureau and City of Miami Special Investigations Section queried a large number of representatives from Cuban exile organizations as to their involvement in any demonstrations at the chosen site during the extent of the Olympic Games.

The following organizations have been contacted:

ALPHA 66
Andres Nazario-Sargen revealed that at present time his organization is not planning any demonstrations at the site.

BRIGADE 2506
Jose E. Dausa stated his organization would not partake in any local demonstrations: however, organization members would be travelling [traveling] to Atlanta where they would place various anti-Castro government placards at strategic locations.

Though Dausa did not reveal plans for a demonstration either locally or in Atlanta, these investigators noticed a large number of  T-shirts at his organization headquarters which depicted an anti-Castro message.  It is unknown if organization members will be wearing such T-shirts at any local demonstrations.

CUBAN MUNICIPALITIES IN EXILE
Emma Rego revealed that as of this date, her organization does not have any plans to conduct any local demonstrations at the Orange Bowl site.

CUBAN PATRIOTIC CONVERGENCE
Assistants to organization leader Roberto Rodriguez-Aragon revealed that as of this date, no plans for local demonstrations at any Olympic site are known to exist.

ANTONIO MACEO BRIGADE AND ALLIANCE OF CUBAN COMMUNITY WORKERS (ATC)
Walfrido Moreno, head of ATC, revealed that his organization, along with a coalition of Cuban government supporting organizations, will host a press conference in the near future in order to voice its displeasure with the HELMS-BURTON Law.

Moreno added that he does not plan to demonstrate at the Orange Bowl Stadium or Atlanta; however, Andres Gomez, leader of Antonio Maceo Brigade, will be demonstrating at the Atlanta Olympic site.

UNITED LIBERATION COMMANDOES
Justo Regalado revealed that his organization was strictly involved in para-military operations and would not conduct demonstrations at any Olympic sites.

MOTHERS AGAINST REPRESSION
Silvia Iriondo stated that her organization would not partake in any active demonstrations at Olympic site: however, some of its members would attend the Orange Bowl site while wearing the previously mentioned T-shirts.  Iriondo revealed that such garments would be worn as a silent statement against ongoing repression within Cuba.

BROTHERS TO THE RESCUE
Humberto Sanchez advised that his organization will not partake in any local demonstrations throughout t he extent of the Olympic games.

Newspaper sources have quoted group leader Jose Basulto as stating that his organization will conduct a peaceful demonstration at Atlanta during the course of the games.

CONCILIO CUBANA INC.
Gladys Peres revealed that to date, her organization does not have any plans for local or out of state demonstrations in connection to the Olympic games.

CUBAN AMERICAN NATIONAL FOUNDATION
No present plans for local demonstrations.

DEMOCRACIA
Fernando Mirabal revealed that to date no such plans exist; however, a meeting will be held on 07/20/96 and plans for demonstrations, either locally or at Atlanta, may be discussed at the time.

AGENDA CUBA
No present plans for local demonstrations

UNIDAD CUBANA
Fernando Cepero revealded that to date, his organization has not planned any demonstrations at either site.

The criminal Intelligence will continue to monitor the event and disseminate any new information expeditiously.
