APRIL 3, 1997The following information has been provided by CARYL G. THOMPSON, Supervisor, Special Agent, of the United States Immigration and Naturalization Service (INS).
As a result of the new Congressional immigration bill that became effective April 1, 1997, which enforces an increase in deportations of immigrants, it is anticipated that the INS office will not be executing any apprehensions or mass deportations at this time. The Criminal Intelligence Section will remain in contact with representatives from INS in order to learn details and forewarn departmental entities of any changes in the future. According to Mr. Thompson, the INS will continue to enforce the normal day to day apprehensions and deportations of any illegal alien in the country.
On Thursday, April 3, 1997, personnel of the Criminal Intelligence Section attended a special meeting on community tensions at the offices of the Dade County Community Relations Board (CRB). Mr. Robert Bach, Executive Assistant Commissioner for Policy and Planning (INS), reiterated the above mentioned information and added that the Illegal Immigration Reform Act, was enacted to prevent illegalities, increase the removal of criminal immigrants and encourage naturalization.
Departmental entities are reminded that until a definite resolution is attained, Dade County will be the subject of frequent political demonstrations.
The Criminal Intelligence Section will disseminate any further information in an expeditious manner.

April 8, 1997The following information has been received by this office:
The Cuban exile organization known as Alpha 66 will conduct a rally at 17th Avenue, West Flagler Street on Friday, April 18, 1997, for the purpose of raising funds and to commemorate former member Vicente Mendez' landing in Cuba. The time for this activity has not yet been determined.
ADDITIONAL INFORMATION:
Carlos D'Mant, controversial commentator for WWFE Radio Station (AM-670), has summoned all Cuban exile anti-Castro organizations to partake in a demonstration which has been scheduled for Sunday, April 20, 1997, at 3:00 p.m., and will be conducted at the Bay of Pigs Monument, located at 8th Street SW 13th Avenue in Miami.
The purpose of this demonstration will be to denounce the proliferation of perceived Cuban agents in South Florida and to protest against those local freight forwarding agencies that conduct regular business with the government of Cuba.
In the past few months, D'Mant has obtained the support of an increasingly larger group of Cuban exiles. A total of 500-1000 participants are expected to partake in this demonstration.
City of Miami Police Department Special Investigations Sections is aware of the above mentioned activities.
The Criminal Intelligence Section will monitor and disseminate any few information expeditiously.

April 8, 1997The following information has been provided by LUIS MARTINEZ, leader of the Nicaraguan exile organization BAUNIC, Bloque de Apoyo a la Unidad Nicaraguence (Nicaraguan Unity Support Block):
Members of BAUNIC will meet on Sunday, April 27, 1997, at Tamiami Park located at 11201 SW 24 Street, Miami, Florida, in order to protest against the laws that propose deportations of Nicaraguans by the U.S. Immigration and Naturalization Service (INS). According to Mr. Martinez, members of BAUNIC perceive the information provided recently by INS (that there will be no mass deportations of Nicaraguans) as a fallacy. The group will congregate at approximately 2:30 P.M. and depart by motorcade at 3:00 P.M. traveling through S.W. 8th Street eastbound to S.W. 17th Avenue, and then northbound, en route to the Orange Bowl where they will hold a demonstration upon arrival.
Departmental entities are reminded that the last motorcade held by BAUNIC on April 1, 1997, attracted approximately 1500 members and 500 vehicles that traveled through Flagler Street exposing protest banners and signs.
City of Miami, Special Investigations Section (S.I.S.), Detective Julian Garcia has been notified.
The Criminal Intelligence Unite will monitor the event and disseminate any new information in an expeditious manner.

April 16, 1997The following information has been received by this office:
On Sunday, April 20, 1997, FRANCISCO ARUCA, perceived leftist by hard-line Cuban exiles, will be hosting a breakfast-conference at the Holiday Inn, Riviera Room, located at 1350 South Dixie Highway, Miami, Florida, from 8:30 A.M. thru 11:30 A.M. This event is by invitation only.
The purpose of this meeting is to form a new political organization to resist the hard-line ideologies of Cuban exiles who criticize individuals that support a dialogue with the Castro regime and are against the embargo and the Helms-Burton law.
ARUCA, is a radio commentator who holds two daily political programs on Union Radio (1450 AM), and the owner of two freight forwarding companies to Cuba. He has been the target on previous occasions of ardent demonstrations and criticism by hardcore exiles who perceive him as an ally of Fidel Castro due to the nature of his business and frequent visits to the island.
Departmental entities should be aware that other Spanish radio commentators have expressed their discontent and have exhorted Cuban exiles to "fight against South Florida based Castro supporters."
Coral Gables Police Department and City of Miami Police Department have been notified.
The Criminal Intelligence Section will disseminate any new information expeditiously.
UPDATE NO: C.I.B. 97-35
April 21, 1997The following information has been provided by the City of Miami Police Department, Special Investigations Section:
The Cuban exile organization known as MOVEMENT DEMOCRACIA (DEMOCRATIC MOVEMENT), has announced its plans to conduct a flotilla to 12 miles from the coast of Cuba scheduled to take place on Saturday, May 17, 1997. Their departure point is tentatively set for Key West, Florida; although, the specific time and marina for this activity has not yet been determined.
RAMON SAUL SANCHEZ, leader of the organization, announced their current plans to conduct a picnic in order to raise funds for the flotilla. This event will take place Sunday, April 27, 1997, at Cooper Park located at 57th Avenue SW 16 Street, Miami, Florida, from 11:00 A.M. through 5:30 P.M. County Commissioner Pedro Reboredo is scheduled to attend.
According to Saul Sanchez, the political philosophy of the group consists of peaceful civil demonstrations and vehemently discourages any acts of violence.
The Criminal Intelligence Section will monitor the above mentioned events and will disseminate any additional information expeditiously.
