I RESPECTFULLY NOTIFY YOU THAT, AS A RESULT OF THE ACTION TAKEN BY THE
IMMIGRATION AUTHORITIES IN THEIR EXAGGERATED INVESTIGATION OF ROLANDO
MASFERRER ROJAS (BREAKING INTO AND SEARCHING HIS HOME HERE IN MIAMI),
HIS BROTHER, DR. RODOLFO MASFERRER, DIED OF A HEART ATTACK BECAUSE HE
THOUGHT THAT THE SAID OFFICERS WERE UNDERCOVER AGENTS FOR FIDEL
CASTRO. SUCH SERIOUS MEASURES INVOLVING A WELL-KNOWN ANTI-CASTRO
CUBAN CALL FOR YOUR IMMEDIATE INVESTIGATION OF THIS CASE IN ORDER TO
ESTABLISH WHERE THE RESPONSIBILITY LIES AND TO TAKE ACTION TO STOP THE
PERSECUTION OF CUBANS WHO ARE FRIENDS OF THE UNITED STATES OF AMERICA
AND RELENTLESS ADVERSARIES OF FIDEL CASTRO.

Memorandum of Information Re: Telegram to The President of the
United States from Anton Constanzo Palau, Cong CO 703.615,
January 18, 1967
On January 1, 1959 Rolando A. Masferrer-Rojas, A7 197 768, arrived at
Key West, Florida with 25 other Cuban refugees on the yacht
OLOKUN II. He was detained in Service custody at McAllen, Texas
until January 27, 1959 when he was paroled under Section 212 (d) (5) of
the Immigration and Nationality Act.
Service action was initiated to prohibit Masferrer from being within
150 miles of the Florida or Gulf coasts. After several hearings
in the U.S. District Court, Miami, Masferrer's parole conditions were
amended to require him to report to the District Director, New
York. The parole conditions also required that he obtain
permission from the District Director, New York, before leaving that
area.
From August 1962 to January 2, 1967 several reports were received
indicating Masferrer came to Miami in violation of the parole
conditions. Investigators from the Miami office interviewed
Rolando Masferrer's brother, Rodolfo Masferrer, on only one occasion,
December 1, 1966, when it was reported Rolando Masferrer was in the
Miami area without first obtaining the required permission.
On January 2, 1967 Rolando Masferrer and 74 others were arrested in the
Florida Keys, by U.S. Customs Agents, as they were preparing to leave
for an armed invasion of Haiti. Anton Constanzo Palau, the writer
of the telegram, evaded arrest at this time, but he was subsequently
arrested on the same charges.
On January 10, 1967 Rolando Masferrer was released from Service custody
on a $10,000 bond. The conditions of this bond confine him to
Dade County, Florida and Metropolitan New York.

Florida, to submit a current report in this matter. Upon its
receipt, you will be further advised.
